Watford New Hope Trust are looking for a temporary accommodation to support their drive for Harvest Festival donations. Last year they received £60,000-worth of donated goods to distribute to local people in need. To support this year's appeal, WNHT need a large ground floor premises easily accessible by car. Watford CVS will soon be saying fond farewells to three members of staff: our Training and Development Officer Vanessa Levy is leaving to be co-ordinator at the West Watford Community Association, our Operations Manager Maria Waszkis is returning to Poland, and our community Accountant Syed Ahmed is leaving to go into accounting practice in London. Vanessa, Maria and Syed have each contributed much to Watford and we wish them all the very best in their new lives. We are particularly pleases that Vanessa Levy's experience and knowledge will not be lost to Watford's voluntary sector. We are carrying out a brief review prior to recruitment - but "watch this space" for recruitment news!

WRC (Women's Resource Centre) has set up this FREE online national network by women, for women to create a safe space where women from all groups, large and small can discuss things in a private arena. It's a fantastic opportunity for sisters working in the women's sector to share resources, engage discussions, and link up with women working in the same area of work, forge unique groups and much more. Watford CVS is always pleased to welcome new members. Any individual or organisation can join. For local charities and voluntary groups, membership costs just £10 a year. Member organisations receive priority access to training and events, our Find the Funding newsletter, and regular mailings and briefings.
 
The coming year will be an exciting one for Watford’s voluntary sector and will include:
 

the founding of a new funder for local groups: the Watford Community Trust;
our recruitment of a Community Accountant funded by the Big Lottery;

Thanks to its developing IT infrastructure, Watford CVS can now provide e-mail lists for the local voluntary sector. Only list members can post to any given list, and any posts are automatically forwarded to all other list members. E-mail lists are an effective and egalitarian way of communicating. We have already established lists for several local networks including the Chief Officers' Information Network, the Adult Care Network, and the Community Development Network. If you think an e-mail list can help improve communication within the local voluntary sector, please contact Bob Jones at Watford CVS and we will try to meet your needs. Watford CVS is delighted to announce that the Grassroots Grants programme is now open. In Hertfordshire, this programme is being overseen by the Hertfordshire Community Foundation, in partnership with the local CVSs. In Watford, applications will be considered by a small panel chaired by the CVS.  The Grassroots Small Grants programme aims to support and develop voluntary and community groups in Watford over the next 2 years.  Grassroots Grants are available for local organisations that have proved income of less than £30,000 (averaged over the past three years), a constitution and annual accounts. The maximum that be applied for is £5,000 over the 2 years.

ASCEND and Farming For All are setting up a new horticultural project in South Oxhey. The aim is to offer new training, qualifications and volunteer opportunities to the residents of South Oxhey. To do this, ASCEND and Farming For All and seeking funding but also looking for donations of any unwanted garden tools, materials and equipment to get the project started. The Watford Compact was launched in 2002 as an agreement between local statutory and voluntary agencies detailing how they will work together for the benefit of Watford's residents. For the past year or so, there have been discussions over how this document can best be modernised and updated. These discussions involved Watford CVS, Watford Borough Council, and the Chief Officers' Information Group. There was strong agreement that the Compact should be simplified and condensed into a simple short statement of principles, cross-referenced to the National Compact. Another key change is that there is now a system to help signatories resolve disputes.
 
The refreshed Watford Compact (attached) is now issued for consultation. The consultation period will last from today until 28 February 2010. All comments and contributions are welcome and should be sent to bob.jones@watfordcvs.net.

Last September the first 'Harebreaks Happening' took place on the grass at Dell Side in the Harebreaks. It was organised by a number of people representing various local groups, schools, churches and other organisations that meet in the area. It was a great sucsess. The aim - to help people in the locality discover more about the wide range of things happening on their doorsteps - was certainly achieved. It would be wonderful if even more groups and organisations than last year, became involved; schools, voluntary groups, uniformed organisations, statutory bodies, social clubs, sports and lesuire groups. On Saturday 6th February the brand new Watford Film Society opens its first season with the award-winning French thriller Tell No One.  Tickets for the screening, to be held in the modern and comfortable surroundings of the Clarendon Muse, cost just £4.50 and can be bought on-line in advance.
 
Watford Film Society is a new community organisation run by a group of local volunteers aimed at widening the cinematic experience for Watford residents and providing a regular forum for talks and discussions about film.  The Society presents films once or twice a month, showing a mix of current releases not receiving widespread distribution, documentaries, foreign language films and classic movies that benefit from being seen on the big screen.  Along with the main feature, evenings include supporting events, as well as an opportunity to chat over a drink in the Clarendon Muse's airy foyer.
Future presentations by the Society include Moon by the young British Director, Duncan Jones, on Saturday 13th March, and Mike Leigh’s Happy-Go-Lucky on Saturday 10th April.

To better understand the health of local Charities and Community Groups, Watford CVS has looked at 45 local charities and their operations since 2006. Watford CVS’s Funding Advisor Anne Boyd said, “We wanted to find a simple way of measuring the health of the local charity sector, much as the FTSE 100 index gives a constantly updated measure of the health of the private sector. But for charities, the only publicly available sources of objective information are the statutory annual returns made to the Charity Commission. After exploring many options, we decided to use only the data available through these annual returns as it is consistent, objective and easily and publicly available.”
 
In 2008, the Watford 45 spent £18.6m - a significant contribution to Watford’s social welfare and of course to the local economy. Assuming that expenditure patterns reflect national trends, the Watford 45 will employ around 400 people between them. But even before the recession, Watford groups faced difficulties: in 2006 gross surpluses were 5% of turnover but by 2008 this had fallen to only 3.2%. Meanwhile, the real level of charity reserves measured as a percentage of expenditure, fell by around 4% a year. These figures relate to the period before the current recession.

Warm Front is a Scheme funded by Government through the DECC - Department for Energy and Climate Change. It provides grants to make homes warmer, healthier and more energy efficient. If someone receives a qualifying benefit, own their own home or rents it from a private landlord they could claim up to a £3,500 contribution towards central heating, loft, cavity wall insulation and draught proofing (this rises up to £6000 where oil fired central heating is installed).
Warm Front can assist people with a disability or long term illness and families or people over the age of 60 if they receive a qualifying disability or income related benefit or credit.

Cheryl Connelly of the Commission has now reported on the work they undertook and the key messages are that not enough is yet being done across the County and that approaches to performance management are not consistent. The second round of the Faiths in Action Fund si now open and £2 million is being made available to support local projects with a focus on inter faith issues. The programme is partcularly aimed at projects that develop links between different faiths, spaces for different faiths to share, dialogue between faiths, opportunities for learning which build understanding. The maximum size of any individual grant will be £6,000.
 
The Fund is open to faith, inter faith, voluntary and community sector organisations and applications will be accepted in the date and time order that they are received by the Community Development Foundation, until the total value of the eligible, relevant applications received equals the overall value of the fund. Following a major reorganisation only a few years ago, the NHS in Hertfordshire looks set for another change as the two PCTs merge into one. Since the last re-organisation, the two PCTs have anyway shared a single management structure, so it was probably just a matter of time before a formal merger. A consultation period will soon end, after which the merger will be swiftly.

The University of Hertfordshire has created a Social Enterprise Unit to encourage partnership between the University's Business School and the local voluntary sector. The new unit can offer expertise in: strategy, marketing, HR, accounting, finance, economics, management, IS, and project management. Support may include promoting volunteering to UH students and staff, providing academic support for UH students who choose to focus on charity projects, promoting and supporting student placements in the voluntary sector, encouraging undergraduate and postgraduate dissertation that address issues raised by the charities, developing partnership research projects.

The lease on Watford CVS's current premises expires in June 2010. In discussions, Watford Borough Council asked if CVS would consider relocating to the Holywell Community Centre off Tolpits Lane. At their meeting on 24 September, Watford CVS's trustees took a very important decision: after much research and consultation, the trustees unanimously agreed that CVS's long-term future should be at the Holywell Community Centre.

 

Bob Jones, CEO at Watford CVS, said "There is still much work to be done on the exact form of lease, on funding, staffing and maintenance. But the big question was: where does Watford CVS see its long-term strategic future? This question has now been answered: we see our future at the Holywell Community Centre.

 

"By linking into other CVS activities, we believe we can provide an improved service for groups that use the Holywell Community Centre. By providing a greater range of activities, we believe we can attract more local residents into the Centre. By providing a Resources Room for all Watford's voluntary groups, we believe CVS can provide a better service to all its member organisations throughout Watford.

 

"There is still a long way to go. But we have a strong partnership with Watford Borough Council and with goodwill and determination on both sides, we look forward to a positive future at the Holywell Community Centre."

The applications process is now open for Watford Borough Council's 2010-13 grant programme. The application form and guidance notes are attached setting out the process and criteria for applications. If you are interested in applying, it is essential that you read the guidance notes thoroughly.

 

Completed application forms should be sent to The Funding Team, Community Services, Watford Borough Council, Town Hall, Watford WD17 3EX no later than 4.45pm on Friday 27 November 2009.

 

Applications can be submitted by e-mail in which case an electronic application is submitted, a hard copy of "Section I – Declaration" must be sent in the post to arrive no later than Friday 4 December 2009. Under no circumstances will late applications be considered.

Hertfordshire Society for the Blind helps local people cope with losing their sight. About 100 every day lose their eye sight and there are about 35,000 people in Hertfordshire with eye conditions, or who are blind or partially sighted. 50% of blindness is preventable if diagnosed early enough.
 
Hertfordshire Society for the Blind provides a wide range of services to help visually impaired people cope with their sight loss and regain their independence. We help improve the lives of visually impaired people by supporting them with everything from coping with everyday tasks like buying groceries to providing emotional support.
 
Maria Surgenor, Chief Executive Officer of Hertfordshire Society for the Blind said: “On behalf of everyone who is visually impaired in Hertfordshire we would like to express our thanks to all our supporters who give their time and money to support us. People across Hertfordshire last year raised over £30,000 to help local people who have lost their sight. Supporters have organised a wide range of fundraising activities including quizes, Barn Dance, sale of HSB merchandise and coffee mornings. We need to raise significantly more to offer additional services, but local support means Hertfordshire Society for the Blind can continue to help people maintain their independence. We try to provide all the services that local people ask us to, but there is never enough money for everything, we do the best that we can with the money that we have.  Likewise, we know that there are still local people who do not know that we exist and we have very little money to advertise.  We are really hopeful that this campaign will help us with this. Many of our service users, families and carers find the information, support and services offered by the Society invaluable, without it they would still be struggling every day - the money raised for Hertfordshire Society for the Blind makes a real difference to their lives.  I can’t wait to see if this awareness campaign makes a difference and encourages more people to help with a small donation, or with their time."
